Assigning a budget to a group with an area

Once you are inside an area, you may need to give a budget to a group of people for example one of your performers. This can provide more clarity of where the budget is going from the area.
Add a new group inside an area
2. Fill in the details for the group
3. Assign a budget within the parameters of your area budget
4. Create the group
